Our roadmap to 100% renewable energy

San Francisco has a goal of achieving 100% renewable electricity as part of the City’s Climate Action Plan. As your local clean power provider, CleanPowerSF is helping to deliver on this goal.

Every two years, CleanPowerSF must update its roadmap for supplying electricity that meets customer demand. This roadmap, also known as the Integrated Resource Plan (IRP), captures our energy resource planning and investment over the next 20 years and helps us navigate evolving market and regulatory conditions and weigh important trade-offs on our path to 100% renewable electricity. CleanPowerSF’s IRP meets regulatory requirements and seeks to reflect our program goals around affordability, clean energy investment, and rate and financial stability.

The state of California requires that CleanPowerSF submit an Integrated Resource Plan (IRP) every two years. CleanPowerSF’s next IRP is due to the California Public Utilities Commission (CPUC) on November 1, 2022.

2022 integrated resource plan key dates

CleanPowerSF’s 2022 Integrated Resource Plan is due to the California Public Utilities Commission by November 1, 2022. The CleanPowerSF team is working with external consultants to develop the plan, which requires technical analysis and must meet specific regulatory requirements. Here are some key dates* in the Integrated Resource Plan development process:

  • September 13: SFPUC Commission meeting on CleanPowerSF’s 2022 Integrated Resource Plan (presentation & discussion).

  • Week of September 19th: Initial modeling results for the 2022 Integrated Resource Plan will be released. Written public comment period will open. Community members will be able to provide comments on the modeling results through October.

  • End of September: All modeling results for the 2022 Integrated Resource Plan will be released.

  • October 11: SFPUC Commission meeting on CleanPowerSF’s 2022 Integrated Resource Plan (presentation & discussion).

  • October 11: Citizens’ Advisory Committee (CAC) Power Subcommittee meeting on CleanPowerSF’s 2022 Integrated Resource Plan (presentation & discussion).

  • October 14: Written comment period will close at 5pm PST on Friday, October 14th.

  • October 21: San Francisco Local Agency Formation Commission (LAFCo) meeting on CleanPowerSF’s 2022 Integrated Resource Plan (presentation & discussion).

  • October 24: SFPUC Commission meeting (Special) on CleanPowerSF’s 2022 Integrated Resource Plan (discussion and action to adopt final plan).

  • November 1: Deadline for submission of CleanPowerSF’s Integrated Resource Plan to the California Public Utilities Commission (CPUC).

REVIEW MODELING RESULTS

Modeling results will be shared with the public as analysis is completed. All modeling results will be made publicly available by the end of September.

The modeling analysis conducted for the Integrated Resource Plan looks at various energy planning scenarios to determine a “preferred” portfolio. The scenarios that are modeled are grouped in portfolios and are identified as either “conforming” or “alternative” based on their inputs and assumptions.

Conforming Portfolio Results

  • Uses inputs and assumptions provided by the California Public Utilities Commission (CPUC)

  • Accounts for statewide goals and targets

  • Minimal flexibility to incorporate local goals and targets

Alternative Portfolio Results

  • Uses inputs and assumptions determined by CleanPowerSF

  • Accounts for local goals and targets:

    • Transportation electrification

    • Building decarbonization

  • Provides flexibility to incorporate community preferences

What is the Integrated Resource Plan?

The Integrated Resource Plan (IRP) evaluates energy demand and supply scenarios over a 20-year period and examines different portfolio options for providing reliable energy at the lowest cost while meeting our program goals around affordability, clean energy investment, and rate and financial stability.

Why do we draft an Integrated Resource Plan?

Our Integrated Resource Plan (IRP) process is a useful planning tool and a regulatory requirement. The State of California requires all electricity providers to submit an IRP to the California Public Utilities Commission (CPUC) every two years. The CPUC aggregates all the IRPs submitted by load serving entities across California to track the state’s progress towards its emission reduction goals and plan for additional resource investment needs.

How can I share my feedback on the Integrated Resource Plan?

Stakeholders will have multiple opportunities to provide feedback on CleanPowerSF’s 2022 IRP through an online survey and workshops in June, and a written public comment period in September. The SFPUC Commission will adopt the final IRP in October before CleanPowerSF submits to the California Public Utilities Commission (CPUC).
