Public Purpose Programs

PG&E administers a variety of programs designed specifically for low-income customers, energy efficiency improvements, and public-interest research. All PG&E customers pay into this fund, which means as a CleanPowerSF customer, you are still eligible to take advantage of these offerings.

Explore PG&E’s website for a complete list of programs, rebates, and savings, but here are some of our favorites:

Residential discount programs

As a CleanPowerSF customer, you are eligible for discount programs, including the California Alternate Rates for Energy (CARE) Program, Family Electric Rate Assistance (FERA) Program, Low Income Home Energy Assistance Program (LIHEAP), and Medical Baseline. Please note that special rate customers receive their discounts on the electricity delivery portion of their bills, so customers who are already enrolled will maintain their discounts with CleanPowerSF; there is no need to reapply.

California Alternate Rates for Energy

Qualified households receive deep discounts on their energy bills through the California Alternate Rates for Energy (CARE) Program. CARE eligibility is based on public assistance program participation or based on the number of individuals in your household and total gross household income.

Family Electric Rate Assistance

The Family Electric Rate Assistance (FERA) Program can provide a monthly discount on your electric bills. The program is designed for income-qualified households of three or more persons whose household income is within 100%-125% of the CARE qualifying threshold.

Medical Baseline Allowance

Medical Baseline Allowance is a financial assistance program for residential customers that have special energy needs due to qualifying medical conditions.

Low Income Home Energy Assistance Program

LIHEAP is a federally funded assistance program overseen by the California Department of Community Services and Development (CSD) and administered by 32 Action Agencies throughout California. Services include the Home Energy Assistance Program (HEAP), Energy Crisis Intervention Program (ECIP), and LIHEAP Weatherization.

Household energy assistance programs

As a CleanPowerSF customer, you are eligible for energy assistance programs, including the Relief for Energy Assistance Through Community Help (REACH) Program, Energy Savings Assistance (ESA) Program, and Low-Income Weatherization Program (LIWP).

Relief for Energy Assistance through Community Help Program

Customers can receive a one-time energy credit for up to $300 through the Relief for Energy Assistance through Community Help (REACH) Program, financed by a third-party nonprofit.

Energy Savings Assistance Program

The Energy Savings Assistance Program (ESA) provides no-cost weatherization services to low-income households who meet the CARE income guidelines. Services provided include attic insulation, energy efficient refrigerators, energy efficient furnaces, weatherstripping, caulking, low-flow showerheads, water heater blankets, and door and building envelope repairs which reduce air infiltration.

Low-Income Weatherization Program

Low-Income Weatherization Program (LIWP) provides low-income households with solar photovoltaic (PV) systems and energy efficiency upgrades at no cost to residents.
