Public Purpose Programs

PG&E administers a variety of programs designed specifically for low-income customers, energy efficiency improvements, and public-interest research. All PG&E customers pay into this fund, which means as a CleanPowerSF customer, you are still eligible to take advantage of these offerings.

Explore PG&E’s website for a complete list of programs, rebates, and savings, but here are some of our favorites:


Residential discount programs

As a CleanPowerSF customer, you are eligible for discount programs, including the California Alternate Rates for Energy (CARE) Program, Family Electric Rate Assistance (FERA) Program, and Medical Baseline. Please note that special rate customers receive their discounts on the electricity delivery portion of their bills, so customers who are already enrolled in these discount programs will maintain their discounts with CleanPowerSF; there is no need to reapply.

California Alternate Rates for Energy (CARE)

Qualified households receive deep discounts on their energy bills through the California Alternate Rates for Energy (CARE) Program. CARE eligibility is based on public assistance program participation or based on the number of individuals in your household and total gross household income.

Family Electric Rate Assistance (FERA)

The Family Electric Rate Assistance (FERA) Program can provide a monthly discount on your electric bills. The program is designed for income-qualified households of three or more persons whose household income is within 100%-125% of the CARE qualifying threshold.

Medical Baseline Allowance

Medical Baseline Allowance is a financial assistance program for residential customers that have special energy needs due to qualifying medical conditions.


Low-income home energy assistance program

As a CleanPowerSF customer, you are eligible for the low-income home energy assistance program (LIHEAP), a federal program that provides assistance to eligible low-income households to manage and meet their immediate home heating and/or cooling needs. LIHEAP offers several kinds of services to help low-income households meet their home energy needs. These services include:

Home Energy Assistance Program (HEAP)

The Home Energy Assistance Program (HEAP) provides a one-time financial assistance to help offset an eligible household’s energy costs (utility bill).

Energy Crisis Intervention Program (ECIP)

The Energy Crisis Intervention Program (ECIP) provides assistance to low-income households that are in a crisis situation. Examples include a household that has received a 24- to 48-hour disconnect notice or service termination by its utility company or a household facing an energy-related crisis of life-threatening emergency in the applicant’s household, including a combustible appliance.

Low-Income Weatherization Program (LIWP)

Low-Income Weatherization Program (LIWP) provides low-income households with solar photovoltaic (PV) systems and energy efficiency upgrades at no cost to residents.
